Help with base_64 decoding.

I'm literally stumped. I need to decode something, but I'm totally stuck. I'm trying to decode this php file, but I can't seem to figure it out. There is a lot of code within a php tag, but then AFTER the tag, there is MORE random txt that looks like base64 encoding, but it isn't in any sort of tag, and its not decoded at all, yet when its removed, the page fails.
