LDAP Installation Issue

Setup:
Windows 2K3
Apache 2.2
PHP 5.2.14 (Windows VC6 Thread-Safe ZIP)

Apache Error Log Message:

PHP Warning: PHP Startup: Unable to load dynamic library 'C:\Program Files\PHP\5.2\ext\php_ldap.dll' - The operating system cannot run %1.\r\n in Unknown on line 0

What I have done:
- Physically verified existence and location of php_ldap.dll
- Downloaded current version of PHP 5.2.14 from php.NET and replaced that specific dll
- Deleted php install, re-installed via zip, restarted apache.

Running out of ideas, any thoughts?

hmm ok I reworked the extension_dir to mirror test server, double checked that both my php and my php/ext paths were in the environment PATH variable, server has been rebooted. No change

Did you verify that the main PHP directory (e.g. where php.exe and a bunch of .dll files reside) is in your system's PATH environment variable?

Yes I did. C:\Program Files\php\5.2; C:\Program Files\php\5.2\ext are both in the PATH variable.
