Help with this rewrite rule

I'm trying to redirect this

te2.php?url=http:/www.google.com.eg/

To a SEO'ed URL, So I used this code and it still doesn't work

Options +FollowSymLinks
RewriteEngine on

RewriteRule /url/(.*)\.html te2.php?url=$1

As I know .* should match every thing I don't know why it doesn't match the URLs

Any ideas ?
