Is it possible to make an onclick event when someone clicks an item in a form's SELECT list?

Yes.
You have a few options. You can do an onclick on both the select and each of the options, if you wanted to carry out some sort of action related to clicking the box or an item in it. You can also use the onchange function to perform an action after a user clicks and changes the value.
