streaming mp4 use php script?

I need to use php to build a web access CMS including the features to stream mp4.

How can I stream mp4 use php? Or should I use php to call on a shell script which would stream mp4.

Any one has experience with using php/shell script to build a lamp based CMS to stream mp4 videos?

Any advices, links etc. are appreciated.
