If it has to be on the webserver is there another way of opening it?

You can fopen() any resource that the server executing the PHP script can access. If your webserver can access your hard drive or network drive, then sure, you can do that.

Sure - upload the txt file to the server.
The text file is always being updated. It's not possible to upload it each time I want to display it, is it?
not hard to schedule an hourly, or any period, update
I can't do schedules, and it's udpated almost every minute.
I've simply got folder space on a webserver.
perhaps if you explained the nature of the project an alternative could be suggested.

what's in the file? how about keeping it and updating it on the server, i assume you are always connected to the net.
company data, it have to be written from another program to the network drive.
you either have to open the network drive to the internet so the web server can access it or push it from the network drive to the web server. why can't run an ftp app on a schedule ?
Don't have a FTP app, I figure this is all but impossible.
is there a reason you cant install one?
