I am just verifying my thought process here that GROUP BY a,b is the same as GROUP BY b,a, and that the ORDER of columns appearing is not significant, only the columns themselves. Am I correct on this?

Obviously, that same thing is not true for ORDER BY.

Yes, both of those GROUP BY clauses are equivalent.
