On-air/Off-air and broadcasting

Hello all, havent been on here in a while but i have a question which im hoping someone can help me with.

Firstly, how would i be able to broadcast myself on my website instead of using justin.tv or ustream.tv, how would i, for example, embed windows media player so that it streams me on my site.

Secondly what php coding would i use if i wanted to show whether im on air or off air?

I think there are 2 ways you can create this:

1. Flash/ActionScript 3, PHP & MySQL

or

2. JQuery, CSS3, PHP & MySQL

For compatibility between various browsers I would use option number 1.
