Online Form Editing

firstly, I'm very new to php and mysql, so any help, hints and tips will kindly be apreciated 🙂

Just wondering how to create a facility for an admin to edit forms such as edit field names, increase form elements etc. This needs to be available online when they log into the system.

basically, how can an admin edit forms that their users are required to fill out and submit? the admin needs to be able to edit the field names and add extra fields or delete them if the form isrequired updating in the future.
