changing registration page

I am not educated in php so I am asking your opinions here. I recently bought a script for a classifieds site. it works mostly as I want it to, but there are a couple of things I would like to change. The software author gives his permission to change the code only for your use on your own site.

I would like to know not HOW to make the changes, but how difficult it would be and what I would be up against to pay some one to make the changes for me.

When a visitor registers, I would like a radio/check box on the registration page that they have to check stating they have read the rules/terms of use.

I would also like to be able to make certain categories of ads have to be approved before publishing, while letting all the other categories be non-approved.

As it stands, I am able to make the entire site "auto-publish" or "publish after approval".

If anyone can tell me if this would be a simple fix or quite a bit of work, please advise. If I need to post some of the code, let me know.

20 minutes to read and understand the current code, 5 minutes to implement the change, 5 minutes to test. These are simply educated guesstimates, of course.

That would take a little longer than the above (simpler) change.

How much more time, however, is going to largely depend upon a number of variables (pun intended) such as coder's experience, code complexity, code commenting/documentation, etc.

That would be unadvisable, since it sounds like the code is copyrighted and licensed for a very specific use. Posting code online (even only part of it) could be a violation of the license (and would thus be not allowed here on PHPBuilder).
