Validating XHTML with anchor tags...

Let's say the page is "http://foo.com/index.php?a=foo&b=bar">

Now, you have an anchor link:

<a href="#foo">

The browser rewrites this as:

http://foo.com/index.php?a=foo&b=bar#foo

... and, of course, the page fails most validators 'cause the ampersands in the REQUEST_URI aren't encoded....

Anyone have an elegant solution to this?

Why would that fail validation?

The browser doesn't "rewrite" anything, really.. it just updates the text in the location bar you see.
