Taking data from a MySQL database

Hey, I need to know something. It may be a little hard, but here it is.

I'm making a help website where the users submit a form (email, question), and it puts the question in my MySQL database (I have an admin panel). So now I want to answer questions, so I log into my admin panel, and click on questions, and now I click on the question I want to answer, and I'm redirected to a new menu that contains a email form (email, subject, and answer). Well the main thing I would like to know is this, that was just a warm up topic:

I have an advertising program, you pay $0.005 per text ad (max 200 char), and your advertisement will go into my MySQL database. Well whenever I answer a question on my admin panel, I want it to get the text advertisement from the database, put it in the answer box, and take 1 off it's uses.

I know this sounds hard but I will love you forever.

Are you simply trying to solicit the services of a PHP programmer to do this for you? If so, then this thread belongs in the Available positions forum.

If, however, you're here trying to learn how to do this yourself, then you might want to ask a more specific question (or even just ask a question, seeing as how I don't think you did?). For example, which part do you need help with? Selecting a random row in the database? Retrieving data from the database? Something else?

No, I'm asking how to select a random row and put the data in a text area.
