Problem with inserting cookies

I use cookies to store usergroup id and other information about the user, But I save them encrypted in cookies but I noticed that some characters like

And this make a problem when I decrypt it, How I can revert them back to the correct value ? Why it's store like that ?

I tried to decrypt it by entities and it's not work, I don't want to use str_replace with it.
