check current url

I am doing language detection. My root is in arabic. If client language is english then it will redirect to the /en. If user wants after that to go to arabic site it will go to www.mydomain.com but the problem it will check the language again and again and will forward to the englush every timd.

That's why i will add /ar in the (go to arabic site)

But how can i tell in the code:

If client language is english (i already have tbis parg)
AND the current URL does not contains /ar

Then only go to the englush sitd...
