I assume you already have a search form to let you and your users search for properties. The rest is presentation to the user.
The organization of resources is important. You need to think about your site's file hierarchy. Maybe something like this to organize things neatly and to generate with PHP the listing page:

The important thing is to design the file structure and do it as generic as possible according to the data format.
Notice that I am using parcel number as a unique folder name. That way you can correlate that with what is in your database and quickly delete the folder and files underneath it if the listing is no longer relevant. You will also be able to build your image link easier with PHP as well. You don't know how many photos will be related to a property. It could be none, 2, or anything. So you need to write code to iterate through each folder to grab the filenames and then generate a bunch of img tags on the fly. Hope this makes sense.
As of using popup windows:
1) You may not get these pages indexed by Google
2) People generally hate popups and may have pop up blockers installed (imagine if user clicked on link and nothing came up)
3) Think about mobile and tablet users. With such small screen real estate, the user may get confused with windows on top of windows
4) User may click outside the popup window and bring focus to the table listing. But, the popup window now is hidden behind it. If the user does this for say, 20 items, now she has 20 popups to close - no fun.
5) You could create a hovering effect with a pop up that appears as the user moves the cursor over the link and then when the cursor is moved off the link it dissapears. but then again, items (1), (2), and (3) will still apply and it won't work for people who use touch screens because the window will appear above their finger gesture.
My suggestion is to not use popups and redirect the user to the property page instead.
