It's a flag-of-convenience thing: the company is incorporated in Atlanta for business/legal/tax reasons, but everything else is in India.
And to the question at hand, web development is for any web based application. Software development is any piece of software but generally is used more for any software not classified as web development.

Actually, I would say that web development is simply a subset of software development -- they are not different things, one (web development) is just a more specific instance of the other.
well.... when the owner of the company i work @ gives tours of our facility he refers to our RPG programmer as his 'Mainframe Developer' and points at me(web dev) and calls me his 'PC Developer' :\ huh?! That should help clarify things 🙂

Agreed, especially now that the term "web application" is becoming more and more mainstream.
At my company, they call me "THE PROGRAMMER".
Which feels Really Good(tm) until they want it done last week. Unfortunately, I can't yet volunteer to give up 1/2 my salary to have one of you esteemed gents help out 😉
Personally, in the last 7 years, I've preferred the sound of being an magento web developer, or a php engineer. I actually quite like software designer
