I'm only going by what I can see when I look at the page you linked to, but my guess is that it's called Floatbox.

Floatbox is probably the common term used, but in case of an input dialog it may also be referred to as a dialog window or modal dialog if the rest of the page is frozen until the window is closed.

There are several plugins that deals with creating these windows, some which are only for images, others which allow direct html code or even ajax requests to populate the window. floatboxjs.com allows direct html, ajax, content from hidden divs and iframes.

"Lightbox" is the more generic term for what might be described as modal page content (things like slideshows are the conventional use case) - a way of showing another page without requiring navigation away from the current one. Floatbox is the name of the specific implementation that NZ_Kiwis linked to (which name I got literally from looking at the contents of the page that NZ_Kiwis linked to).
