Cannot Connect to mysql database

Hi,

I have a server with IIS and I am having trouble connect to my database on the internet. On IIS I have my web root and in the root I have a php web page that can login and also register users. I want this script to connect to my database on my website.
I enter my website domain name as the host and all other information to connect, But I keep getting the message cannot connect to database

If the DBMS and Web Server are on the same machine, connect using sockets or localhost loopback.

If that's not it, make sure the DB server accepts incoming connections on whatever port your DBMS wants them and that the user trying to connect exists and is allowed to do so from whatever IP your web server uses.
