countries provinces and cities database

Dear members.

I have to develop a dating system, and i need to make chained 3 listbox to select a country / provinces/ cities listbox. I could make the 3 listboxes, but cannot find a full database for europian countries in csv/SQL/.txt database with all these information.
Is there a way i can find a free database source for this?
