I notice that "::" is used in certain PHP coding, however if I search for "::" I do not get any results. How can I find within the official PHP help site the definition of "::"?

That would be called the 'Scope Resolution Operator.' It's "real" name is, for whatever reason, called "Paamayim Nekudotayim." See man page [man]language.oop5.paamayim-nekudotayim[/man].
