My first question is why you want to decode it. Such stuff is generally coded either because it's proprietary software you've paid for and are not supposed to reverse engineer, or it's malware that's been loaded onto your site. In the latter case, the important thing is to get rid of it (and change all passwords, review security loopholes, etc.) -- what the code actually does is not all that important.
