Actually, it sounds like a schema design (the structure of your database data storage) issue. It may "simply" be bad presentation / ui design. Should the system be otherwise well coded, with a good separation of presentation and business logic, this shouldn't be too hard to fix. But if there's a problem due to bad schema design, it's not unlikely that whomever made it also have made the rest of the code a mess, and then it'd be harder to fix.

is paying someone to build a new roof on your house. If you have no idea at all about how these things work, you might want to consider paying two differnet people/companies to assess the current status independently so that you may compare their suggested courses of action.
