Anyone recommend any web build tool for non HTML savvy buddy ?

My friend went to design college (where we met) but he does other stuff now, photography, illustration, writing

His last site he built in iWeb - an Apple freebie - which spat out multiple files in a badly synchronised manner and was appalling for when he updated the site.
Site has about 20-30 pages but each page slightly different - no templates to speak of - looks 'hand baked' but does look pretty good.

Apple have canned iWeb so he wants to start over
I tell him to use Wordpress
He wants to pay for Adobe Muse but I'm not convinced
Also he's broke.

Anyone have any web build tool they tell their non tech friends to use?

How complicated are his pages? If they're mostly just content then I'd use WordPress with a theme that he likes. He can easily add and remove pages, edit the menu, change page templates (if the theme has multiple templates), etc. He also has a built in blog if he so desires (and the theme supports a blog, but 99% do).

Yep, his pages are simple - lots of things in boxes
I think he's convinced himself that Muse (a new one to me) will give him design control - whereas he thinks WP will be templates he can't adjust.
I guess Muse must be a drag and drop thing producing dense html
