Timer Events

What is the most secure and robust way of having timer events on my website?

What I want to be able to do is redirect my user or have a form pop up on my screen after X amount of time. I would need to be able to pause this also.

"Secure" against... what? Is the time supposed to reset if the user refreshes the page or otherwise navigates away from it?

In the end... what you're describing is client-side behavior, so you'd be looking for a client-side technology (hence the moved topic) such as JavaScript.
