I don't know if this is actually a problem since I have never done otherwise, but "< ?php" should be "<?php" and "? >" should be "?>". Furthermore, you are using the wrong quotes for the PHP string, i.e., it should be double quotes (or single quotes), not special quote characters of the variety that may be inserted using a word processor.
Next time, do not just ask "why is it not working?" Tell us how does it not work.
