If you want the "best OS" for you, there's no way we can answer that, since we have no idea what you need from it, what sort of hardware it will be running on, what your budget is, etc.; but since it has Windows on it already, your likely choices are Windows at whatever version makes sense for you, or else one of the many different distros/versions of Linux out there.
