I am doing all SEO activities which are generally used for high page ranking like Directory submission, article submission, blog submission, blog post submission, comment posting and many more. What techniques are used at present time, moreover these activities?

SEO is fairly straightforward these days. Appropriate page titles, keyword and description meta tags (but NO stuffing) are still of some help. XML sitemap creation and submission ... also a must, because, as they say, "Content is King".

If you have no content anyone's interested in, forget it.
