My guess is that if they want it to be accepted on this side, they need to come up with terminology that avoids something like being an "associate member", or anything that implies the USA is not the dominant member, and we're doing you a much bigger favor by joining than you are by letting us join you. I'm not saying any of that is in any way true or false, just how I suspect the general masses (who, after all, sort of voted for Trump) would view it.
