For whatever reason I can't connect here on my laptop (recently reinstalled windows) it keeps timing out

My largely uneducated guess would be something DNS-related, which sometimes can be resolved with a reboot (at least in my experience). Next I'd look into the network/internet settings and run their diagnostics, perhaps? (Don't remember the exact way to get there on Window, and I'm on my Mac at work right now.)

I have one traceroute path that duplicates yours for the last couple hops. Somehow I'm still here ...
