Applying row to a text

I have a table in my Database that contains news headlines.

I want to have a second table, unsure of structure yet but it'll contain the location and filename of many images that can be used against each headline. I thought each row could have text with a label of that image.

So a headline might be "Ford motorcars for sale in Dallas Fortworth Area"

In my images library I might have images for Ford, Sale, Dallas, Ford Sales, Sales Dallas etc. Obviously the last two are better suited.

How can I get the most suited image to apply?

It might be better to keep sales in a separate table it "seems" a bad idea to me, you could join them via a unique id of naturally. Really it depends are users putting cars up for sale or are you the only one populating the database? Although I guess you could grab them from a url and unique id, so for example if it's car 111 it would retrieve all information relating to that id, if you normalize your tables first it should help you too (to at least 3rd form mind you)
