Do a search ... this subject has been discussed quite a lot here.
However ... preferences change, software gets updated or outdated, etc.
I am no longer programming much; last year I was. I switched from NetBeans to VSCode either late in 2018 or early in 2019. I found it faster and more responsive on my Windows workstation.
Another relatively new one I've seen is "brackets", but I don't know about its support for PHP, for example ... it looks like it was built for JavaScript .... again, I've never used it, just seen it. I think it's actually hidden away on the machine I inherited at my new job, so, IF I ever do any development there, I might try it out.
Of course, I'm pretty old-school when it comes right down to it, so I can code in Pico/Nano, EE, VI, etc., or Notepad/Notepad++ on Windows. (Notepad++ is actually a pretty nice piece of software).
