Build a concrete bunker at least 10 feet underground. Build a 12-foot high fence perimeter at least 100 meters from the sides of your building and top it with rolls of razor wire. Electrify it. Buy 10 Rottweilers and place them inside the fence. Hire 6 dog handlers who are ex-USMC snipers with PTSD and give them any combination of weapons they want and put them on 12-hour shifts watching the perimeter.
Put your webserver in the bunker and make sure it works. Then, take a large axe and chop off the network and power cables.
That's about as secure a site as you can have without spending TONS of money.

Well, not a terrible idea, but the drawbridge for the dog handlers to get in/out creates a need to increase personnel for bridge security, so there's that ...
