How can I download the PHP manual off of the PHPBuilder page? I tried wget, but it did not work.

I'm not sure what your problem is, but you could try downloading the manual from www.php.net instead, it is available in several formats there.
If that doesn't work, I have it in word, pdf, and html if you want to download it off of one of my servers

I responded earlier but dont think it got to the right place.
I downloaded the file but the PC was seeing the file as a .PDF file. Get to the command prompt and change it to .ZIP
Then unzip the file.
