how do I make a sound play when a certain condition is met?

Here's the scenario:
I am using a web scheduling calendar for php/mysql and I set the calendar page to refresh every 5 minutes so that it can reflect the latest appointments added by registered users. when a new appointment appears, I need an audio alarm to play so that the service personnel can respond to the new appointment and confirm it.

If your service personnel use Internet explorer, you can for exemple add :

<bgsound src="sound_alert.mp3" loop=1>

in the body of your document, in the case of a new appointment.
This will play the sound pointed by the src attribute, loop times.
