Hmm...
Not necessarily so. It depends on many more factors than only the numbers of hops between you and the server. Among other things, the speed also depends on your bandwidth, the number of drops on the different routers, is the route symmetrical or not, the response time of the routers etc...
In essence, the important thing is that the faster a packet gets sent through from the server to you and from you to the server, the better your connection will be.
But this is hardly the place fro such discussions, I guess a network related newsgroup would be better 😉
