--enable-trans-sid not working

OK, my turn to ask for help.

System:
FreeBSD 3.4
Apache 1.3.14
PHP 4.0.1pl2

I've configured PHP as an APACHE DSO. Config, install went fine, no issues in error_log. phpinfo() shows that configure DID have --enable-trans-sid (just to show I'm not loosing my mind).

However, trans-sid doesn't appear to be working. Any ideas?

Seems PHP won't place SID into the filename if the href is surrounded by single quotes and not double quotes. ie:

<a href='/some/local/file.php'>Doesn't work</a>

while

<a href="/some/local/file.php">Does work</a>
