I'm new to PHP coding and I love PHP. I have a bit of basic C background, but I don't know how to code applications or stuff that do with mySQl. I would love to start coding my own applications. Anyone can advice me? Lastly, what does it take to be a good web programmer? What languages must I know?

PHP and MySQL is an excellent start in web programming. The only problem that you may run into is that many companies still prefer commercial web development. But if you can use open source tools, than it really isn't too hard to learn any other tools. I started by not knowing anything about web programming. I had experience in C and went through the tutorials on webmonkey, devshed, and this site. In a couple of months I started a major project using PHP and mySQL for the business I work for. Now I'm very good at programming in general. So, I'd suggest going through the tutorials and then work on a major project (anything that is useful and can impress people). This will get you noticed instantly.

Learn the common languages, or at least structures. You should become proficent in everythign so that you can look at something and at least be able to tell what it does.

To be a good programmer:
Patience. Non-breakable stress ball. Cigarettes. Caffeine. Etc.
