Basic PHP/form question

After having installed PHPlib on my Solaris 2.6/Apache 1.3/PHP-4.0.1, PHP have lost its fine functionality, i.e. it never extracted the form key/value pairs from the URL into PHP variables (these key/value pairs came from a forms GET command, naturally)

Do you have some idea what went wrong?

is there a need for PHPlib on a PHP4 System? I thought the PHPlib feautures are included in PHP4 (Sessions etc...)?
