Edit a text file in a text box on a webpage

On my site I include a list of links. This list is an include in php of a text file. Is there a way to edit this file on a web page in a text box, then save it back to the website? The whole idea is for remote editing of my content through my admin panel. Thanks.

Sure, you can initialize the contents of a <textarea> with
the contents of the file. Be sure to look carefully at the
different wrap settings of the text area to be sure you
like how it's handling the line endings.
