mysql cannot link with Apache server

Under win98 system,after installing mysql, php 4.0 and Apache server, I try to check whether the mysql is linked to the Apache server.After we enter in dos prompt C:\mysql\bin> mysqladmin.exe -u root password 1234
C:\MYSQL\BIN\MYSQLA~1.EXE: connect to server at 'localhost' failed
error: 'Access denied for user: 'root@localhost' (Using password: NO)'

Please help to solve my problem, thanks.

I think it should be
mysqladmin.exe -u root --password=1234

Thanks for your reply, I try the command you give me, but only a series of command help are listed and no further response are given. I pursue to enter
the command in the following and only give unknown command

C:\mysql\bin>mysqladmin server
C:\MYSQL\BIN\MYSQLA~1.EXE: Unknown command: 'server

Please help solve the problem, thanks.
