Yep, php is great for that, for sending mail all you have to do is set up your php.ini file for the mail server you use to send mail through (Just search for the mail settings section) and then just use the mail() function in the scripts when you need to send mail.
For sending and reading mail it's a bit more difficult, you'll have to either download or create a set of classes/functions to handle this, thou again you won't need to actualy install anything just use the scripts. the scripts would just be using php's Sockets to directly communicate with your mail server.
Again it all comes down to what exactly you want to do with it.
