But you can go to fedex's own web site and get a rate quote, and at first glance at the page source there's no javascript at all. It would be tedious to write a "screen-scraper" that read the page into memory via a socket, and POSTED the correct values back, but it could probably be done. The end result would of course subject to breakage every time Fedex updates the design of their site.
