denying user 4 some service

1. How do I deny some users of my system for telnet access?

2. How do I deny some users in accessing my SMTP and POP3 from a remote computer?

Well, lets say that I'm creating a web-based e-mail and all people who signed-up for this service should never in a way use their Desktop Email client in accessing my POP3 server to retrieve their messages. They should always go to the web-interface. SMTP server, its ok.
