Recommend a forum.

I've seen Phorum used all over the place. It looks like a great forum to use.

But, I'm wondering if it uses templates for formatting?

Does anyone know of a forum that uses phplib style templates? Or better yet, a forum that is built on phplib?

Overall, what's the best forum out there?

I think that the best forum out there is vbulliten.com although the problem is its not free, but its the one most advanced by far.
