NT 4.0 w/ option pack 4 installation

hello.. i was wondering if anyone had any experience with installing php 4.x on an NT 4.0 box. I am running option pack 4 and an NTFS file system. I have followed the instructions very closely on the php.net homesite however, its still not working. I get the error "CGI ERROR The specified CGI application misbehaved by not returning a complete set of HTTP headers. The headers it did return are:" and thats it. could you explain in a somewhat detailed manner of how to install this for option pack 4? I'm thinking its my permissions (its always permissions :p) but not sure.. any help is appreciated. thanks
