permissions problem

how can I add or change permissions when trying to create dbm or mysql db. Ive looked at as many manuals as I can find but didnt uncover the answer. I would be glad to read it someone could tell me where to find...and something more clearer than...at php.net..because Ive been there, been to mysql doc, been to man-pages.

It takes some work to decifer if you're not use to security administration, but here is a link to the mySQL documentation on permissions.

Your options for doing administration are via command line, or installing a tool like phpMyAdmin and using that to put in new users. But basically you need to add/change/delete rows from a series of permissions tables in the mysql database.
