php used for a community site

I was wondering whether PHP could be used as a community site.
ex. asianavenue.com
blackplanet.com
communityconnect.com

These sites use PERL on unix (obviously) very extensivily.
DO you guys think PHP could handle all what perl could..and more? 😮
