Copying Text and Links

I'm interested in how I would go about copying certain texts/links from another page.

I want to use this on my website, say the main page, to automatically display (say the latest 5) topics from my discussion forum and links to those topics.

How would I go about doing something like this?

The simplest is to use fopen("http://b;la","r")

Then you can read the file/page line by line and grab the ones you need.

Being new at this entire bit I'm not quite sure what that means...

What does the 'b' imply?
What does 'la' imply?
What does 'r' imply?

Maybe a little example?
