NT, IIS, php4.04 -php.ini not being read

I am running php4.04-dev as a CGI on an NT machine with IIS. For some reason it is not reading the c:\winnt\php.ini file. If I run php.exe from the command line it does use c:\winnt\php.ini, but not from the web server, any ideas?

Is there another copy of the php.ini on your system? It will first look in the current directory, then through your path, and then %WINDIR% ..

There was a php.ini file at d:\php.ini. It must have been using that.

you can put the d:\php.ini in c:\winnt.
and the php.exe must run with your server(IIs) in same driver.
