escaping quotes when using form

Is'nt this strange behavior?

When making a form which will use get or post
and posting data when using quotes like these '', then php escapes them automatically with a backslashes \'\' ... I have not compilede it with magic quotes, only track_vars

By default it is on. Run phpinfo() and no doubt you'll see them =on , and/or modify php.ini accordingly.
